For years the advice was the opposite: federal resumes ran four, five, even seven pages, because HR could only credit what was written down. Under OPM's Merit Hiring Plan that ended. Since September 27, 2025, USAJOBS limits resumes to two pages for competitive and excepted service announcements under Title 5.
The limit is enforced by the system itself: USAJOBS no longer lets you upload or build a resume longer than two pages, and that includes the resumes already saved in your profile. If your saved resume is from before the change, update it before you apply.
01Who the limit applies to
Agencies outside Title 5, and judicial and legislative branch employers, may still accept longer resumes, but only when the announcement says so and explains how to submit one under “other documents”. If the announcement says nothing, assume two pages.
- Competitive service announcements under Title 5.
- Excepted service announcements under Title 5.
- Every resume path in USAJOBS: uploads, the resume builder, profile resumes and searchable resumes in the Agency Talent Portal.
02What has not changed
The qualification rules are the same. HR still decides whether you meet the specialized experience at the grade below the target from what your resume shows. They still need, for each job, the start and end dates (month and year) and the hours you worked per week, so they can compute how much qualifying experience you have. Two pages means the same evidence in fewer words, not less evidence.
03How to cut a long federal resume to two pages
- Start from the announcement, not from your old resume. Copy the specialized experience statement and the main duties into a list: that is what your two pages must prove.
- Give the jobs that carry that evidence the space: 5–8 tight bullets each. Older or unrelated jobs get one to three lines, or merge into a single “Earlier experience” entry with dates and hours.
- Turn duty lists into results. “Responsible for reviewing claims” becomes “Reviewed 40 claims a week against FECA rules; cut rework from 7% to 2%.”
- Delete what HR does not score: objectives, references, hobbies, long training lists, repeated skills sections.
- Keep the required facts in every entry: title, employer, city and state, MM/YYYY dates, hours per week, and series and grade for federal jobs.
- Print it. Fonts and margins change the page count; check the PDF, not the editor.
04Formatting that keeps it readable
Use a plain, single-column layout with real text: no tables, text boxes or images, which automated screens may read badly. A 10–11 point font and margins around half an inch to 0.6 inch are normal. Bold the job titles, keep dates on one line, and use short bullets that each start with a verb.
Common questions
Does the two-page limit apply to every federal job?
To Title 5 competitive and excepted service announcements, which are most federal jobs. Non-Title 5 agencies and the judicial and legislative branches may accept longer resumes if the announcement says so.
What happens if my resume is longer than two pages?
USAJOBS will not let you upload or build it. An application cannot go forward without a compliant resume, so shorten it before the closing date.
Do I still need hours per week and MM/YYYY dates?
Yes. HR needs them to count your qualifying experience. Leaving them out can mean the experience isn't credited.
Can I attach a longer resume as another document?
Only when the announcement explicitly invites it (non-Title 5 employers). Otherwise extra documents do not replace the two-page resume.
